You can but it has to be the same anabelle.
My Marcie moved in
Same Marcie moved to my sister's town
Same Marcie moved back into my town

The 16 villagers case only happens with different people's villagers if they are the same. (If someone has a villager you want that moved out of your town. It won't happen because it's not yours )

I let my gala go accidently when I couldnt play because I had exams. so she left w/o a goodbye and I couldn't stop her so that's that. Getting back MY Gala is pretty much impossible

I don't know who's the first to tell the 16 villagers theory, but if you said that you've traded more than 16 and still can't recruit her,

It's been over 18 villagers, I do at least 1 every two days or sometimes even more lol.
