Villager move in question

Today tom nook asked me to create 3 plots for villagers, I know that if I don't invite them from islands I will get random move ins. My plan is to grind nook miles like crazy today to try to buy as many tickets as possible to try to get villagers I want. However, I was wondering if I can delay move ins/buy myself more time if I don't create the plots? Or will they just move in anyways?
