Quillson is a reference to the Wilson brothers(quills from duck feathers+Wilson) of the Beach Boys band.He has a surfboard in his house and a "bushy,bushy blonde hairdo"which is a lyric from the Beach Boys song "Surfin' U.S.A.".After he moved to my duck town,I gave him a theremin(used in the Beach Boys song "Good Vibrations")and an electric guitar to add the Beach Boys motif but he soon got rid of them unfortunately.
 
Interesting topic! I'll contribute whatever I know:

Diana - Diana's name could refer to the goddess Diana (the Roman mythology equivalent of the Greek goddess Artemis), who is the goddess of the moon and hunting. The goddess Diana is often depicted with deer.
Genji - His name comes from the Japanese classic novel called "The Tale of Genji" by Murasaki Shikibu. The name Genji is also related to the Minamoto clan (a powerful clan during the Heian period in Japan), from what I've recalled in my history classes. This is the closest meaning I can relate to him, besides Genji being a Japanese-themed rabbit, in New Leaf it is stated that he wanted to become a politician during April Fool's Day.
Cyrano - His name is based of Cyrano de Bergerac, which is a real life person and a classical play. Cyrano de Bergerac has a big nose, while Cyrano is an anteater and anteaters have big/long noses.
Dotty - Refers to her dotted eyes. Dotty could also mean crazy, Dotty's eyes turned red on some expressions (notably when she gets shocked), a common trope used on crazy/dangerous characters.
Doc - Might be based on his appearance similar to a stereotypical old doctor, or Doc from Snow White and The Seven Dwarfs (Doc is the dwarf that wears glasses), or Bugs Bunny's catchphrase "What's up, Doc?"
Filbert - Filbert is a type of a nut. Squirrels eat nuts.
Drake - Drake refers to male ducks.
Victoria - From "victory", as she's a racing horse.
Curt - The word "Curt" means rude/blunt, a reference to his cranky personality.
Yuka - From "eucalyptus", or a shortened version of the Japanese word "Yukari". Yukari means purple, similar to her color.

What an interesting list! Correction, though: "carmen" doesn't mean "garden" in Spanish. I've been taking Spanish classes for about two years and I've learned it as "jardin" (with an accent over the "i"), but is it possible people in other countries spell/pronounce it as "carmen"?
