Villager Order

Do your villager requests come in a certain order or is it random? I'm wondering because my first was Goldie, and so was the first villager this reviewer got.

The first handful won't be random (Goldie, Carrie, Lopez). I also noticed that a lot of people will have Ribbot and a few others standing outside the office.

The first 3 are the same for everyone and then the next like 10 come from a short list of options. After that they are random.
