Bob and Ruby would've actually been in Tier One had it not been for the aforementioned things.

Unless you have a way to keep track of signatures you've already looked at, you'll be seeing more of the dreamies of people who post here a lot even though that doesn't necessarily mean the villager is more popular. You'd also have to pay attention to which villagers are being looked for versus which ones have already been obtained, since the tiers ideally should be based off of current demand for villagers and not overall frequency of villagers in people's towns. Many people don't even put their dreamies in their signature, so that also adds some bias. I get that sigs are only a part of your rankings and if you have a semi-scientific way of using signatures, then by all means go ahead, but it's something to keep in mind.

I'll definitely keep this in mind.

Was using signatures as Houndoomed and Chrystina had both simultaneously taken those things into account.
Will probably be doing another update Saturday/Sunday due to those things.

Villagers being looked for does impact a villager's rise/drop, this is something that would also maintain the list.

Its nice that you two revived the popularity thread. Too bad some villagers are in the lowest tier (Rip, Eugene, Cashmere and hopefully not Raddle) But its what makes Tier 5 villagers unique if you actually love them, right?

Doesn't really matter...
You can choose any variety you'd feel is fair.
Personally, I think... 3-4 flowers is good.
