Villager wont negotiate

I'm super new to all of this so hopefully I'm doing it right! My island has 10 villagers (max capacity) but whenever I talk to a camper/amiibo/other-island resident they wont negotiate to replace someone? I know I'm max capacity, I have crafted all requested items, and I have spoken to them multiple times but they always say that resident services wont let them move in because there's no room! I cant tell if Im doing something wrong or if I have to fulfill a certain requirement.
 
For campers you have to really pester them before they'll play the game with you to decide if they'll move on to your island, as for Amiibos, after 3 days of crafting their items they will move in, and for adopting villagers from other islands, you NEED to have a free plot.
 
Ok that makes sense, but Im still having issues with camper/amiibo villagers. Ill try it again to make sure I really bug them about it but every time they say my Island is too full :(
 
So just to clarify, camper villagers and amiibo villagers won't act the same way. Camper villagers will ask you to play card games with them, and after winning a few, the next card game you play with them will determine if they will move to your island. I'm fairly sure that you can just keep doing it until you win, and that you won't lose out on a villager just because you lost the card game - just keep asking them.

As for amiibo villagers, on the third day of asking them to your campsite (doesn't have to be consecutive days), they will again ask for you to craft something for them. This will be the third item they ask for and after you give it to them, you can continue speaking to them and they WILL agree to move in. They'll then go to resident services and if your island is full, they'll simply ask you if you know of anyone who might move out. You can choose whichever villager you wish for the amiibo villager to take the place of, and they will always agree to move out.
 
Unfortunately once the game has auto saved there’s no way to change their mind - it’s chosen at random. I suppose the only way to fix this is to scan a different amiibo and scan them back in to kind of ‘reset’ it.

This is only applicable for the camper villager, no? I've moved in amiibo villagers and it has always let me choose whichever villager to move out, from the list of all the villagers on the island. When I moved in a camper then that's chosen at random.
 
Only natural camper villagers will select a resident at random - the amiibo ones give you a choice.

Also, if the natural camper selects someone you don't want to lose, just quit the game without saving as soon as you see the name.
You may need to play another game with the camper but, again, they will offer the option of moving in and select someone from your Island at random. You need to quit the game until you get someone you're happy to part with.

With amiibo villagers, you need to invite them on 3 separate days in order to convince them to move in.
On the 3rd day and granted that you crafted what they asked of you, they will agree to move in and you will then have a choice to pick a villager you wish to boot out so to speak.

I'm having this same problem. A friend told me it's completely random and that you just have to keep talking to them till the prompt triggers? But it's been 20 min and nothing. Hope you finally got through!
 
ive been trying to get ankha on my island threw amiibo card ive done her task things but resident service keeps saying no it doesn't even give me the option to kick some one either.

For amiibo card villagers in New Horizons, you have to invite them three times/days before they will agree to move.

If you already have 10 villagers, you don't need to talk to Resident Services regarding new move ins, they can't do anything for you!
You need to speak to Ankha, and she will ask you if you know someone looking to move out. You pick who you want to move out, and she will talk to them, then come back and tell you they were already planning to leave or agreed to move out for her.
