Villagers moving out before 10 plots?

I was wondering if you're existing villagers could move out without having the 10 plots down? I put down my 7th plot and went to 10 mystery islands in hopes for someone I liked but no luck. I went to bed and I didn't know I would randomly get assigned a villager and I got Limberg (almost cried LOL).

Yes! I have 9 villagers and didn't put my 10th plot down, and one of my villagers asked to move out.

Yes! I only have 8 villagers and plan on keeping it that number. Some have moved out.
