I think he does. Some cyclers only allow lurkers to lurk for current villagers because it can be a hassle to keep track of a possible 323 other villagers.

From now on I'm going to list villagers I think are popular to see if anyone wants to make an offer, rather than giving them away just because they're in lower tiers.
However since you commented before this and because I've saw you trying to get Apple on the forum before I'll happily give you her for free once she's in boxes! 25TBT reservation would mean I'd hold for 24 hours and that she's guaranteed to be yours for that time, whereas if you just lurked I would VM you when she's in boxes but also list her in my thread for people to make offers. Thank you!
