No. You just get the opportunity to change it again.
Yes, you get to keep them both. You can only assign one colour to each user title colour change, but buying a second one doesn't delete your first. It just means you can only have one active at a time. To switch between them you just have to check/uncheck the 'Active' boxes next to them in your inventory. The checked active one of course being the one that you currently wish to use.
