I'm not exactly sure when they arrive, but I was hearing something about eventually being able to ask Nook about people who are ready to move into your island. Maybe it happens the day after you ask them.

Also, you can totally invite villagers while you wait for another one

I liked him so I invited him to my town. I've never had him in one of my towns before, he debuted in City Folk I think.
