Why do European Amiibo card packs have less cards?

Just ordered a card pack on Nintendo.co.uk, just to see what they were like. I always assumed they'd contain 6 cards, 5 villagers and 1 special like in the US. They don't though! They only have 3. But the price even on Nintendo's official site (it's worse on places like amazon and EBay) is £5.49. Anyone know why European packs cost roughly the same as the US ones (which are around $5.00 from what I recall) and contain half the cards? Not happy at all, paying almost £6 for two cards really is daylight robbery. Granted, I should of read the card packaging first but it's very hard to see online and plus I don't see why the packs only need 3 cards anyway. Apparently the Japanese packs only contain 3 cards too, but they're 300 yen which works out £2/$3.

Sorry if this is the wrong section btw, was thinking of putting it in New Horizons but it's kinda more general than that so...
