Why do randoms keep moving in

I get that some move in when you first start the game. However I let someone leave so I could specifically get someone from the camp site, the day after my person left literally the next day some tier one mouse was moving in........I want camp site people not just move ins.......I have no more room and no one is leaving.....

Random move ins will happen until you have 9 villagers, the tenth will never be a random but someone you've invited from the campsite or another town

The tenth can also be from the town of a friend who has recently visited you (even if the villager wasn't invited) or from a StreetPass. So I rarely get to choose my 10th villager.
