Well it took me a while to get it too, after a while I just kept talking to the animal so many times in a row, waving to him (tap the villager from a distance), sending him letters, and doing that everyday. Sometimes they give it to you faster though. My first one took a lot longer to get than my second.

It's not that hard if you remain a dedicated friend. I've got 7 pictures myself, not counting Nook's or K.K.'s.
