Will These NPC’s Return

Nothing has been confirmed but I would say some are likely to return and others will not, depending on if their main function is automated. My guesses of NPCs returning from your list only even though there are plenty more are: Gracie, Leif, Luna

here are my predictions and reasoning:
1. probably not but it's possible. they were too small of a role
2. Hmm I'm torn on this one. I'm not sure, I'm betting on yes but who knows
3. I definitely think they will. People who were introduced by New leaf love them a lot.
4. I'm also torn on this one.
5. More on the side of "no return" imo. All she did was put you to sleep. She had no personality or story

I feel like most will return but a lot of them are going to have to be repurposed.
Reese and Cyrus are out of a job. So is Harriet.

I think in regard to Harriet - maybe she is the one to introduce the mirror that allows you to customise your hair? Or possibly she visits the island and can give you limited hairstyles?
I'm really not too sure on the rest of them, they might make an appearance passing through but I doubt they'll be main series characters like Isabelle or Tom Nook.

If they're letting us have so many villagers, I think we'll get most, if not all, NPCs back. We just haven't seen most of them yet. It would make sense though. NPC appearances usually indicate some event or other thing is happening. Nintendo doesn't want to ruin the surprise.

* Leilani and Grandma from Tortimer Island -- Probably not.
* Gracie, Grace -- Possible, though I think Label may have replaced her role in the town.
* Reese/Cyrus -- Unlikely. DIY and Nook's Cranny pretty much takes their roles away, no point in having them.
* Leaf -- Possible. We could see him in upgraded shops.
* Luna -- Possible. Dream Towns could return, though I find it unlikely.
* Harriet (Shampoodle) -- Unlikely. Recent news indicate we don't have a need for a salon, since we can change our appearance at home via a mirror, dresser or vanity.
For those who are unlikely to return, they will likely return in the form of Amiibo at Photopia via updates.

Fair. I understand why they would change the transportation characters to Orville/Wilbur because they resemble the theme of flying, hence the bird species (seagull?). I guess I'm just a sucker for bringing back old characters haha

They're Dodos, flightless prehistoric birds. But that's more of a humorous choice in species than anything. But more importantly, they're named after the Wright Brothers, who invented, built and flew the first motor-operated airplane.

No problem. They're not so much prehistoric as in dinosaur age, but they've been extinct for a several hundred years. According to Google, they went extinct in 1681.

At this point, I'm not to sure if some of those NPCs will return, but they may return with different roles, but knowing Nintendo, they like to keep some things a secret until the game comes out, so we won't know for sure until we get the game.

Everyone seems to gravitate towards customization when Reese and Cyrus are brought up.
Why are we forgetting the #1 purpose of Retail was the flea market? We need this in New Horizons.

You can just sell everything to Timmy and Tommy in New Horizons, so technically we don't need Reese and Cyrus anymore. However, I would like to see them back (with a possible purple tot in tow?

But what about the flea market?
We might not get one. Or it could be more of an event like it was in Wild World. As of right now, we just don't know.
