I have had Public Works Project requests almost every day since I began the game. I have the police station, dream suite, lighthouse, wind turbine, campsite, sphinx, brick bridge, and a number of others. I am not sure why I have had so many requests! I do write every villager a letter every single day, with a gift, and also talk to each one every day so maybe this sort of activity helps? I have built almost all of the requests the following day.
