Probably every time I've bought one. (I haven't purchased many villagers since I have cycler friends.) At most I bet it's been a week before the villager showed.
The worst was when I bought Wolfgang for 200tbt. (Normal price at that time.) I think he showed up within two hours. Cringe-worthy.
