I can build a regular pokemon/starter without a base, so that's why I can just take a random pokemon and change the ID/OT
But with legends, the info is specific so I just grab a file or grab my own and edit it for you. So I can't exactly do it with legends ahhh I'm so sorry

Yeah sure! I actually just hit the jackpot lol. I found someone's save file online that was loaded with legendaries and pokemon with rare balls. (a lot have dream balls/moon)
So... Arceus can have a dream ball if you want. I honestly have no idea how but yeah...

I believe any pokemon except starters and legends can. but the thing is, they can't have a hidden ability and dream ball. (which is why some of the things you requested didn't work)
