Yeah the trade bans are a result of your 3ds disconnecting a lot from the Internet. Apparently they wanted to preventing the cloning method that way and discourage purposeful disconnecting
It's not because of the hacked Pokémon though

goomy can't learn flamethrower or icebeam unless it's goodra
and surprisingly... archen can't be put in a luxury ball (it says some gen3 capture error) idk really. but... it works in a moon ball so xD let me know

Yeah I haven't caught cosmog myself yet, but do you actually encounter it in battle? if it's just given to you or something, I don't think you can change it
