okay after some more trial and error, I got raquaza to work. Two problems though, he's level 100, and has none of the moves you wanted.
(air slash, hyper beam, extreme speed and dragon pulse)

I also got Articuno to work with only two of the moves you requested, ice beam and blizzard
also it can't have snow veil I guess. (I have no clue why but the same exact copy with snow veil doesn't work.)

and finally I had to make mewtwo level 100 in order to get him to work. Genesect is japanese but I'll nickname him to his original name. (has to be in order to be shiny)

haha making pokemon the manual way sure is time consuming x) with the old pokemon, pkhex doesn't check the legality of the pokemon, so I have to check them all manually in battle spot and try to figure out the problem myself. (because it usually just tells me)
so sometimes I can't figure it out lol...
and I've been trying for awhile and I can't seem to get articuno or rayquaza to work. Somethings wrong with the info you requested. Maybe the moves or abilities or whatever.
