A way to not automatically get friends' villagers?

So I keep getting my friends' villagers when they move out of their towns. I thought if I never spoke to the villagers, they wouldn't come to my town, that doesn't seem to be the case. I really hope there is a way to keep this from happening because I don't want to just get all of their leftovers -.-

Really the only way I can think of to avoid this is to avoid wifi.

When you are expecting a new villager (up to 7 days free a spot opens up) make a new character and see who is moving in. If you like them, or if no one is moving in that day, then save and delete the new character.

Once an animal is set to move into your town, whether from a friends town or streetpass, it's moving in no matter how many new characters you make. The only way to avoid it: Don't wi-fi or streetpass. ):
