I think they appear randomly throughout the fight, and if there's more than two fighters then it chooses one random one. Not sure, though.

Its not random, I think.

Its like Melee's Starfox stage, where you pressed a button combination using Fox/Falco and Slippy and Peppy started talking. In Brawl using Snake you press up and down really fast in the D-pad and they start talking.
