Are islands with villagers supposed to be rare? (Thread closed leaving up for others)

I've been keeping count and I've used about 15 nook miles tickets looking for new villagers and every island I've been to doesn't have one. I've gotten lucky once and found an island with pears, but that's about it. Ever since I found Anicotti and asked her to move in I haven't found any other villagers.

Am I just having bad luck or is it supposed to be like this? I mean I'm reaping the rewards of the islands (getting supplies to put in storage, getting my chopping wood badges, etc.), but I want a new villager too!

Villagers won’t show on the island unless you have a plot of land for them on your island

Have you built the campsite and moved in the villager from there yet?

Villagers will start showing up on islands after you invite your camper and build a 7th plot

Oh ok I didn't know that. Oh gosh new horizons villager moving in stuff is more different from new leaf then I thought it would be.

Sorry I'm a little confused everyone. I have to set up a plot of land? How do I do that? Do you mean like when Tom Nook had me set up three house plots? How do I get him to give me more plot kits? Sorry if I'm being dumb about this.

When did you invite Anicotti? You can only invite one villager from the island per day so that might be why

Hey so obviously spoilers but:

At some point, I think once Nooks is up and the Resident Services is upgraded to a more town hall esque building, Nook gets a grand idea to bring a character to town (won't say who so you can find out yourself!) He'll give you a campsite to place and once your first character you find there moves in (you have to invite them) he gives you your first house plot. As soon as you place that you will be able to buy more house plots for 10k each! As long as you have an empty one placed (random villagers can move into them so make sure you place them when you have tickets to go find someone! unless you don't mind random) you can go to islands and grab those villagers. You can only invite one per day so make sure it's the one you really want!

She was one of the first villagers on my island and I invited on maybe my 2nd or third day.
