Can I still recruit a new Island villager during the Bunny event?

I plan on laying down my 10th plot today and doing some island hopping to get my 10th villager but just wanted to double check if you can invite villagers during special events.

Also, can I collect eggs on Island Tours or is it only exclusive to my own island?

Yes to both, I'm travelling to a few island now to recruit my final villager and get more eggs
