I've been here for a bit but I'm still not totally sure I got how collectibles work.
Seems like they get restocked once in a while (but why? why r they not always available? also why don't they get restocked so often?)
How are released collectibles? With events and holidays?? Users make them? Or just the staff? Can we create one and propose it to the staff?
 
Collectibles are rarely restocked, staff makes and stocks them but we gotta hang in there and wait for the shop to restock!.
 
why aren't they like unlimited??
For value purposes, there is a marketplace for these collectibles that self fluctuates. Pretty much to add value to items onsite, other reasons to post, making tbt a currency.
 
The reason they're not always available is because that's what makes them so rare and coveted. Some are always in the shop, like the monthly birthstone, some basic flowers, the tasty cake, etc. But most of them are only made available on rare occasions to make them more collectible. And a lot of collectibles are related to certain events, so they are only available during those events.

The staff makes most of the collectibles, but we did have an event last Christmas where we got to submit ideas for a new collectible. The Aurora Sky that's in my current line-up was suggested by a few users and they also submitted images for it, then the staff tweaked it and released the final version.

Unfortunately it looks like the links to the individual events are broken but it was the "Make a Collectible Wish" event from the month long Red Balloon World Tour. Here's the link to the main thread:

I'm sure there will be plenty of events in the future. Right now, the staff has just been overwhelmed with the site upgrades and surge due to New Horizons.
 
most events get their own unique boards that are made inaccessible post-event, for reasons I still can't fathom

but yeah, typically collectibles aren't community made. though there's exceptions for some. such as the aurora (made by @skarmoury and like one or two others I forget), snow bunny (I forget who all made), and yule log (I forget who all made) from last year's balloon tour event, as well as the popsicle (made by @Lassy) and ice cream swirl (made by @Witch) from 2014's beach party event. also, while less "community made" than the rest, the spring sakura released last year was pitched by @Nougat before it came into being

(also, I think @Thunder had some made before he got on board with the staff, but I'm just gonna ignore those)
