You need more bells before you can buy items and upgrades from the shop! (you can change your avatar for free though! (I'm not sure if that's what you mean by "icon" or not))

Oh, those are collectibles, like the ones underneath my avatar and information. You can make bells, or tbt, a number of ways. You can post in certain forums, like Brewster's Cafe, sell art, sell offsite things (given it's allowed), sell pokemon or acnl things, and just remember to be patient.
