It probably is, but it didn't bother me that much. Once I'd got 5 stars and the reward I never bothered to check it again.
 
It definitely is, and I don’t really bother with the star ratings. I like to decorate my town a certain way. The way my town looks is more important to me than what Isabelle or the game thinks.

I only ever bothered with the star rating to unlock terraforming. After it was unlocked, that was it for that.
 
I don't care for it. I literally stuffed my island full of garbage bags and other ugly furniture, and Isabelle eventually gave me 5 stars for it. My island was an eyesore, but hey, 5 stars is 5 stars, right? I promptly removed everything after I achieved it, and started working on the island properly. It was a hassle though, especially where the flora was concerned.
 
I feel like it was too easy to get a 5 star rating on my island. In previous Animal Crossing games that somehow felt harder as the complaints weren‘t as specific.
 
It gives me war flashbacks of the SNES version of Sim City, where the citizens will complain about tax being too high no matter how high or low you put it.

I don't really have a problem with it so much in the sense that it's too difficult, as much as I just think it's mechanically not very engaging.
 
I quite dislike the rating system. Ever since launch, there's never been a time that I didn't feel like "I can't do that decorating choice, or I'll never unlock the golden watering can DIY, and I want every DIY". I feel like a bunch of creative ideas force players at a max of 4☆ for just making basic human decorating decisions :T "I want to have a tool and materials crafting center, so I don't have to open storage every time!" or "I want to make a giveaway section that I gradually add to, for when my friends visit!" will put down someone's rank despite being very intuitive! Bleh.

Just a few days ago, I finally had it and just slapped down custom design mannequins all over my island til I went from 3☆ to 5☆! Compared to New Leaf, the reward system feels incredibly hollow and I was really underwhelmed. Like, "this is what I was stressed out about these last 2 years?" But it's a massive relief that now I don't have to worry about how many dropped summer shells, feathers, and clay I can use.
 
After getting a 4☆ rating, boosting your rate is optional. Since the 5☆ rating is only important to
get the golden watering can DIY
but after that, it doesn't matter. I wish the rewards were better.

I wish there was more transparency about exactly how the rating system works. Sometimes it seems like you can just place a bunch of random items all over your island and get a 5 star rating.

Personally, I deliberately have flowers everywhere because I want literally every piece of grass covered in flowers. It annoyed me more with the trees because when I terraformed my island I made a shopping area, a housing area and a fun fair higher up with stone path underneath so I didn't want loads of trees on those areas. For the longest time Isabelle would complain about the lack of tree variety because I don't have many cedar trees.

Honestly I preferred the old way they did the whole perfect town thing.
Agreed I got a perfect town rating after a bit of work.

I dumped a ton of stuff around haphazardly and got 5 stars, but now that I am actually being serious and decorating, it's 4 stars. So yeah the way they have it set up is flawed. If Isabelle is so bothered by a certain area's 'problem' she/the devs should've specified what acres were in need of attention instead of just saying 'decorate head to toe'
 
Feels like they're force you to stick with a pattern/design which is not good cause as you said, there are a lot of people with creative minds that can't get to 5 stars cause they have to stick to the force pattern.
