Do you get shooting stars only when Celeste visits?

Or can you encounter them during any other night?
So far I collected several small star fragments and an Aries fragment so I don't have a recipe to do anything with them yet as the wand requires one large star fragment too.

Shooting stars occur occasionally every nught, but far less frequently than the nights when celeste visits.

As already said they can appear every night, but less frequently. It also has to be a clear night, so there must not be clouds in the sky.
