The other pictures show that you have to download it, so it is definitely DLC! (Maybe Japan only, but whatever!)

I really, really, really dont think so. WiiConnect24 has been free so far.

Ok, so I checked out the master ACCF item list, a list of all items in ACCF, ACLGTTC, and DNM (JP ACCF). And this isn't in it yet. Meaning, this is brand new content that was downloaded and put on the Wii without it being on the disc.
