The Kimbap plate was released around the 13th of October of this year; a few people on GameFAQs reported it.

The US game also got a few other Spotpass items from Pete:

LOL There is no Labor Day in the Japanese version! Trust me, I have it, and in early September, no Shizue in the plaza, so I had for the first time after getting it, visit my American town with my Japanese one to get the basket, and talk to Shizue there (who looked weird without yukata on).

As far as I know every region gets letters, have you opted in to receive Nintendo notifications? I think you need to do that.
