The Astrology-Collection got a release date, I am not sure if they are japanese DLC or the next worldwide DLC.
They are all orderable and each costs 4'800 Bells and sells for 1'200 Bells:

Nintendo will surely just give out some of them in each region, and save some as future DLC, like they did once with the Kimbap Plate and so on ... they will also, for sure, add some orderable and then give them out as a 4-DLC-Pack or so.
Sry for the korean site, I can't find any english sites which list them correctly.
I'm also going to post new Information as soon as Nintendo announces new things

Even if they're "in-game" or available in other regions, it's not a full list without them.

Eggplant Cow and Cucumber Horse are both obtained from Isabelle on Obon, August 15th or 16th, every year.
And Dango is obtained on Tsukimi, be held on every different day by each year.
I think NA version have another holiday on the same day, that is called "Full moon" something, sorry, about this name I'm not sure. NA players can get Wheat Bundle on this day.

Kadomatsu probably will be released in December, methinks. That's actually a New Year's item for Japan, but they tend to go on sale (IRL) in December. Thus, my prediction. It looks like it is re-orderable from that screenshot, which I hope it is. I really want one, so plan to track one down, even if it's not released for the North American game. It's always easier to get ahold of the re-orderable stuff.

In EU, Red only offers Red & Green NYE Hats and a Party Popper.
I was lucky enough to be given the Yellow & Blues NYE Hats as a gift by my Japanese Friend.
I can't speak for NA xD
I might even be wrong about what hats are available in Japan...
I sadly don't know in the european version ... I have one, but I don't time-travel with this one.
As for the blue & yellow, they are 100% available in the NA or english-speaking EUR version, as I got them along with the fizzy apple juice.
I still think it's random, but I really don't know about the red & green ones, as I never ttd to 31.12.
