Honestly if I wouldn't mind have the villagers that I had back in New Leaf but I also wouldn't mind switching up with other villagers especially if I haven't had in my town in New Leaf and I'm willing to have them on my island and seeing what happens. Well, that, and I have no idea about the limit either so I can't really say too much. I definitely will admit the few villagers that I would love to have on my island are: Genji, Beau, Mira, Diana, Marshal, Molly, and Wolfgang as some of the villagers I wouldn't mind having again although I do want to be accepting and trying to have other villagers that I haven't had in the previous game on the island aas well.
