[HELP] Can't Get Bridge Recipe

I've gotten Nook's Cranny built, but the only thing Tom will say is 'Maybe I should be asking YOU for advice...'. I'm unsure of how to advance the game now and afraid I may have to reset. This is on the primary account for my Switch. Thanks in advance for any thoughts.

Edit: It may be unrelated, but I've also been unable to trigger the Customization tutorial.

have you moved in 3 villagers after your starters? he's supposed to give you the recipe before you put the plots down for them

edit: well not the recipe, the kit for your first one, i assume that's what you mean?
