How do I get a villager's RV to appear?

So I decided to finally try out some of my amiibo cards. I wanted to use Resetti's since I wanted the wall-mount TV. I assumed I had to go to whisp, so I did, scanned Resetti's card, and accepted the gift and got his picture. Confused, I went to the campground but there was no RV.
I talked to Harvey and did the 'Got any wifi' option, but he said something about the 'central doohickey' not working right now. Then told me to try another time.

I'm very confused, what just happened and how do I get Resetti's RV to appear?
I just wanted the TV ;~;

NPC RVs can only be invited to your campgrounds if you have the amiibo figure, the cards don't count, sadly ):

So I'd have to buy ALL their figures? I only have the one with KK Slider, Reese and Cyrus in it.
What good are the NPC cards like those then? Can they move into your town?

nope. they're just for getting items and pictures. it's a way nintendo can stiff you a villager amiibo card so you only get 5 per pack instead of 6.

Well, I have a cycling town that I'm constantly moving villagers in and out of, so I've got upwards of 70 coupons that aren't being used, plus ordering costs more in a foreign town so I don't mind doing it for you!

People use tbt just to buy and sell things on the forum as a faster method than buying with igb. You can also use it for site upgrades and to buy from the shop as well.

BTW, you can at least have some more fun if you get the new Welcome Amiibo cards. Unlike the earlier cards, those will give you the villagers in RVs if you want. And they have a LOT of new furniture.

I did the same thing! I tried scanning Resetti's card multiple times to no avail. I thought I would eventually get an option to have him visit the campground, but I think I was in denial. I just wanted the 3DS so I could play the puzzle game. ;_;
