How do I use Nook Link Voice Chat?

I am having an in-game birthday party for a friend and want to use the voice chat. I know I used it once long ago with the same friend. But we cannot seem to figure out the steps this time. It seemed so easy before. I have Googled and looked for videos, but almost all had instructions on how to set up the Nook Link. Ours is already set up. What are the steps to voice chatting with someone who is already best friend in the game. We both have the paid membership. It cannot be that hard because I am sure we have accidentally launched it before.

You need to download the Nintendo Switch Online App to your smartphone in order to use Nook Link Voice Chat.

Yes, we have done that. Plus we have spoken to Tom Nook. We voice chatted once before, but just cannot seem to figure out how to do it again.
