I've planted cedars without watering NEXT TO MY BEACH HOUSE.
So we can't say it's a certain point to the top of town.

Wrong. I planted one, it grew fine, and I never watered it.

I have MANY ceder trees in the lower tier in my town. And I have 1 next to my BEACH HOUSE.

I don't know where you people are getting this "only grows in upper part of the town" crap from. Because it's not true.
