how much do we know about the rates of villagers asking to move out?

yesterday, one of my villagers had the "moving out" thought bubble over her head, and i was going to talk to her and say yes, but i caught an extremely rare fish and i got stuck in the string of text boxes for it. by the time i could talk to her again, the thought bubble was missing, and she just fed me her normal dialogue. do you think she'll ask to move again soon? nothing has happened so far. wondering if anyone has any information

I just read an article earlier (maybe IGN?) that said they'll want to leave if you stop talking to them or report them to Isabelle frequently. Not sure if either is true, but it might help if you're hoping to get that individual out!
