How to obtain [SPOILER]?

I got 3 stars by spamming flowers, trees, and furniture in every possible acre.
Also, of course, you'll want to remove all your weeds.
 
I read on another thread that crafting furniture to put them outside also helps your rating.
 
Isabelle will tell you what you need on your island to raise your ranking. The main things are a well-decorated island with furniture around your town, lots of flowers, a good variety of fruit trees, and lots of trees around your town/island areas. Basically, raising your island rank is just a time-waster while you decorate and build up your island to how you like it. If it's already to your satisfaction, then just ask Isabelle to evaluate, she'll tell you your rank and what you should be doing next to raise it.

Edit: Isabelle's evaluations aren't locked to daily resets, you can talk to her and her evaluation of your island changes in real time. Talk to her as much as you want, it's important to note that her evaluation of your flowers are ones that are blooming. If you've got a lot planted that haven't bloomed yet, she's not counting them.

Make sure you have a bridge/incline built as that would help the rating. I read somewhere saying having Able Sisters built increases too.

Yes, this too, bridges and inclines help your ranking as well. It seems that there's an arbitrary number of things you need to have per island rather than it being a fluid scale.
 
How do I get my island evaluated?

Speak to Isabelle in the town hall, after it's been renovated from a tent!

I got 3 stars shockingly easy - I actually thought you needed 5 to SPOILER. I still had weeds, and I really only had 3-4 pieces of furniture besides the ones I made for the houses. I did have a campsite, and I did have a T O N of trees.
 
you'll need all 10 villagers as well to get 3 stars!! I know some people were really struggling it seemed and the day after they reached 10 it was like boom 3 stars time for

I think it's less than that? my island was at 1 stars for a while till I got my 8th villager to move in and it became 3 instantly
Before then Isabelle kept saying to move in more villagers too

Hmmmm I don’t seem the have that dialogue option with Isabelle....
 
have you built the campsite? I think it's either building a campsite or getting 7 villagers that triggers island evaluations
 
My island has dozens of furniture laid outside, several patches of flowers spread over the island, more trees than what I had at the very beginning, built Able Sisters and campground, 2 bridges, 2 inclines (+ 1 being built) and 6 villagers (+1 incoming).
And yet, the island evaluation gave me 1/5.

I've heard that you'll be stuck at one star until you have 7 villagers and at 2 stars until you have at least two bridges, one incline, around 25 furnitures placed outside and a good amount of fencing.
