I haven't got the customization tool yet and I'm anxious that my game could be bugged

The option isn't "What should I do", but "About that workshop". If I am following it correctly, this guy didn't get that option until Day 5

Yes, I know, the thing is that it doesn't give me that dialogue option, I only have "What should I do?" and "About my house" (I don't know if he says it like that, I have the game in spanish)

And I'm already at day 10...

I can customize MY PHONE?

what the heck

You can eventually buy a 'Phone customisation kit' from the Nook Terminal in the Town Hall! It will be delivered in the mail the following day, and using the customisation feature on it lets you pick from a variety of pre-made simple cases or apply a custom pattern, and boom, new phone.

i just checked my terminal, and it's there! i don't know how long i've had this and i can't believe i haven't noticed this before.. thanks for pointing this out! time to make some designs... hehehe

Have any of the villagers actually moved in yet, or have you just finished the items required for their plot?

All 3 villagers have moved in, and I'm looking at gameplays and Nook gives it with just 1 of the new villagers

Yeah, Nook offered me mine on the day the first of the new villagers moved in, the day after I finished the plots, which is Day 5 if you've been playing to your max capacity (doing everything you can in one day)

Hmm...and I'm assuming that you've already upgraded your museum from a tent to actual building...

What options are you given when you try to craft at Tom Nook's workbench? As in when you go up to the workbench instead of Tom Nook himself?

Yes, I've done everything before getting the Town Hall

The workbench just gives me the option to build... :(

Hmm, very weird. But I do remember that the phone customization unlocks with the town hall. It adds more things as well, like more inventory space and a lot of recipes and furniture pieces.

But you should definitely have customization. According to a website:

To unlock customization, complete the following tasks:

Unlock the Museum.
Get three new villagers to move to your island (you can meet and invite new villagers you come across on Mystery Island Tours).
After completing the above, attend the customization workshop Tom Nook invites you to.

I think the important part is that the 3 villagers already moved in?

I only have 1 villager move in so far and already got it so it something else.

Did you pay off your first house loan or upgrade your house?
I vaguely remember more DIY Recipes becoming available after I upgraded and got a 2nd room.

Are you the resident representative or is the character you are playing as a "normal" one aka not the first one to that was created?

Progress is gated behind the first player/resident representative in a lot of parts, so if you aren't the representative the option might not show up for you (though this could be different in this case, this is just an idea).

I think the only thing locked to the Island Rep is infrastructure. The other players can still craft, customize, design, change town tune and flag, and move their own houses.

I'm the first and only player
And yeah I know, thank you for trying to find a solution, I appreciate it

That's really frustrating, I believe you when you say you did everything. I wouldn't reset just yet, maybe there's a chance the glitch will be fixed after the Bunny Day patch comes?

Yeah, it really is frustrating... but I don't want to reset, I don't want to lose all my progress and all the fishes and bugs I've catched, there are a couple that will disappear tomorrow until next year and I don't like timetraveling, also there is a posibility that if it's a bug it will happen again even if I reset, so I would lose everything for nothing...

You said Nook didn't give you the recipe for the wardrobe, maybe if you get the recipe from somewhere else it will work? Maybe hope to find it in balloons, receive it from villagers or trade with someone if they have extras.
