I'm not going to say what people should and should not do. But, if I was in a situation in which I lost a town due to corruption of the hard copy?I would start from scratch. That is, if I have the energy and motivation. I could suggest playing a new town loosely. That you're not knocking yourself out to "complete" the new town. While doing this, you can go do those Dream Address visits to your lost town. Some would find it sad. But, another way to look at it is this: we're not going to play "Animal Crossing: New Leaf" forever; we will have memories; and visiting one's town in a Dream can feel very warm.

A little while ago I tried to corrupt my town to find out exactly what caused it and I couldn't do it. I TTed, duplicated, turned off halfway through saving, damaged the cartridge, messed about with the SD card deleting files etc and it never corrupted. I just don't get it, but I'm sorry this happened to you
You need the RAM editor to do that, and that only works on non-updated 3DSes
