Because as it stands, the five tiers work fine as they are.

Tier Five may be huge, but that doesn't mean I have to re-arrange everything as it works fine.

When I'm in a more stable position with my work and real life stuff, I will get to work on re-arranging the tiers.
 
Update for the week of 1st January - 8th January

I know I know, I didn't do the last week's update, I'm sorry :(

Work sucks. If you haven't experienced working yet, trust me when I say, go for a job that you'll enjoy doing and hope you get nice people to work with. It's killer if you don't. Money isn't everything in this world.

Anyway, that aside, I'll be doing the first week of the year's update today, and then continue on to fully update us to the current time tomorrow (then back to the normal Sunday schedule, I hope..)

It should also be noted that due to my limited time available at the moment, compounded with how long this list takes to keep updated, I have only included the LF's this week (the same will follow tomorrow) values, giveaways etc. will be included when things get back to normal next week. I apologise, but all trends should sort themselves out soon.

Tier One

1. Diana - unchanged - 4 weeks at the top spot
2. Marshal - unchanged
3. Beau - up 1
4. Stitches - up 2
5. Chief - up 5 (all of you are going cuckoo this week for Chief!)

Skye has been moved down from number 3 of Tier Two, to number 7.

Ruby has been moved down from number 30 of Tier Two, to number 8 of Tier Three.

Flora has been moved up from number 1 of Tier Three, to number 30 of Tier Two.

Eugene & O'Hare have both been moved up from numbers 10 & 11 of Tier Three, to numbers 2 and 3 respectively.

Cherry has been moved up from number 20 of Tier Three, to number 13.

Cheri has been moved up from number 25 of Tier Three, to number 19.

Dotty has been moved up from number 23 of Tier Four, to number 11.

I have an idea, there should be an "S" tier, (S is for super or supreme)
it's the highest tier of them all and only Jambette, Chow and Tabby are allowed there c:
 
Very interesting to see the changes in popularity. Damn, didn't know Chief was Tier 1 now. He definitely wasn't before. XD Whitney and Fang were always the top two with wolves.
 
Action Packed Update to Get Us Up to Speed!

Alright guys, there's lots to get through in this update, so let's jump right in. I will try and get the picture updated soon. It's a lot of effort to update the picture, effort I very rarely have to spare at the moment.

Tier One

1. Beau - up 2 - 1 week at the top spot (Congrats to Beau for being our newest Number One! He's never been here before, which I'm surprised about.. But let's see how long he sticks around!
2. Stitches - up 2
3. Diana - down 2
4. Fauna - up 3
5. Marshal - down 3 (side note to point out that this is actually the lowest spot Marshal has ever been at.. You TBT'ers with your Marshal fetish!)
6. Chief - down 1

10. Lolly - up 5 (Damn you all! Just when I thought this monster might actually tumble! >.>)

Bob & Flurry have swapped places, with Bob moving down from number 11 of Tier Two, to number 18, while Flurry moves up to Bob's old spot at 11.

Kabuki has been moved down from number 4 of Tier Three, to number 9.

Cheri has been moved up from number 19 of Tier Three, to number 10.

Biskit & Lopez have both been moved up from numbers 26 & 27 of Tier Three, to numbers 20 and 21 respectively.

Olivia has been moved down from number 28 of Tier Three to number 4 of Tier Four.

Papi has been moved up from number 8 of Tier Four to number 26 of Tier Three.

Jacques has been moved down from number 12 of Tier Four to number 20.

Blanche has been moved up from number 23 of Tier Four to number 12.

That's all folks! Or is it?..

Nope, this week, to appease all of you who are bugging me for a new low tier, I'm taking a step in that direction. Do bare in mind, this is a STEP. I do not have the time to go through the entirety of Tier Five and see who is marginally more popular than the others.

However, I did mention when I first ordered Tier Four that the 30 placed in there might not necessarily be the final number, and so today, I'm extending the number of villagers in Tier Four to 45.

I think this is appropriate for balancing out the lower section of the tier table, and while not a new tier, helps to show love for the often-forgotten but still slightly popular villagers.

The new section of Tier Four will now contain:

31. Butch
32. Merry
33. Rod
34. Agnes
35. Jeremiah
36. Moe
37. Teddy
38. Tammy
39. Chester
40. Mint
41. Hopper
42. Savannah
43. Sterling
44. Rooney
45. Walker

These are likely to change, but we'll see how things go for now!

Also, I see that you have Merry listed twice in Tier 4.

Very true. I did go looking for Merry in Tier Five, thinking I'd dropped her, 'cos in the last update I was meant to bump Butch up, and forgot, so I assumed I'd done that and put Merry down.

Instead, I have slotted Margie in at the bottom.
 
I'm not sure that having a hated villager tier below tier 5 would be the best idea. It would lead to no one ever even considering giving away or selling villagers who ended up in that tier, and they would be autovoided even more often than tier 5s already are. If the villager was someone's dreamy, it might be incredibly hard for said person to find them.
