Non-returning villagers

Hi! I've been searching around for a list of villagers that didn't return to this game but couldn't find one. I'm specifically wanting to know if Hopper made it into this game or not. A few sites were saying yes, and a few were saying no. Has anyone actually encountered him yet, or has an official source of who made the cut/didn't make the cut?

hopper is in the game! all the villagers that were in new leaf + the 50 welcome amiibo villagers are in this game. the only villagers that aren’t in the game are the sanrio villagers and the amiibo figure villagers (inkwell, for example)

whoa that's awesome! I don't know why I had it in my mind that some of the villagers didn't make it into this one. Yay!

I haven't seen him personally, but he should be in the game. The only villagers who aren't in the game are ones who were based on non-Animal Crossing franchises (Zelda, Sanrio, etc...) and ones who were cut a long time ago in Animal Forest e+.

I felt so devastated when I found out that there were only 8 new villagers and no returning villagers. Then again, we have updates. I would have loved to have Pierre, Belle, Dozer, Tarou and Woolio roaming around in my island.
