Perfect Town Guide

Does anyone know if only full grown trees count toward the number of trees per acre? I followed the guide and put in saplings and flowers to meet the quotas and have no failing acres, but Pelly still says some areas need more greenery. I guess I might know in a couple days when they are full grown, but it might be handy for others to know ahead of time.

i've finally got my perfect town back again
had to place some patterns & i've re-arranged all my trees/flowers.

12-15trees & 5 flowers in every 16x16square :')
