Perfect Town Guide

So I think I'm stuck in a loop with Pelly. I have NO garbage laying around. I don't even have fruits or shells on the ground... but he's STILL telling me (for the last 2 weeks) that my problem is all the garbage..... Anyone have any ideas? I'm bummed. I have a bajillion flowers and trees.... I thought I was well on my way to a perfect town rating......

Pelly is a SHE.
It might be anything else. Anything that is not a fruit or a shell counts as garbage so like furniture or clothes etc.

My town is perfect at the moment. I was quite suprised, I wasn't aiming for one. If you look at my town, you will see that it is pretty much covered in flowers. I picked up my can a couple of weeks ago, and I am trying to get a few ladders. Perfect towns can be very rewarding.

Patterns don't affect it. They don't count as litter.

You haven't improved the state of your town. Is there lots of rubish on the floor? Are the flowers balancing with the trees in each acre?

Nothing is on the ground. But wait a sec...
I had like 16 flowers on each acre... Is that affecting it?

12-15. It is random.
