It's just wally being a stalker again.
 
The rings are probably related to Hoopa, but we know from the magazine scan that the legendaries you find on the islands will come through the rings. So encountering one of the available legendaries is probably what's happening there, not a Hoopa event.

my brother just said that legendaries in ORAS are guaranteed to have at least 3 ivs. cool.
Didn't they already come with at least three perfect IVs in X/Y?
 
I know there is little to no chance of it happening but, I hope they add ball capsules.... They would look so sick in 3d

I don't get why Mega Steelix is Japan-only, but all right then.

I have Mega Mawile on my Y team. If you want to play competitively I think you'll have to build the team around at least one or two Megas. A lot of people picked Mega Kangaskhan due to the unique ability that gave it an edge.
I think from among the OR/AS Megas I'll just have one of the starters during the game, Mega Swampert to be specific. I think for a final team I'll go with either Mega Lopunny or Mega Sableye.

Because Japanese fans are apparently special snowflakes. They get a lot of crap that others don't get and they cry when others get them (citation needed). It blows, I was really hoping for Mega Steelix. :(

Nope, but at this point it's a question of what Mega will I use? I mean I'll have my starter, but I'm really thinking about training a Bagon again so maybe Megamence.
