Questions:
How do I make a signature on gimp?? How do I make it so that the animal sprites backgrounds is invisble so that I can layer it ontop of the background I chose. How do I animate it??

Look under the layer tab. Theres a paper with a fold under there (with the trash can, undo button, redo button etc.)

If you're talking after lining traditional art, You need to go to the main layer, then create another layer. You need to outline the drawing with the color you want to color in. Then use the fill tool.

How do I resize something??
Theres a crop tool somewhere.

That was a lot of questions, lol. Lemme tell you something: Depending on the animation, it can take a long time to do it. It would take a lot of layers on gimp for the eyes blinking, especially if you want them to blink as smooth as possible. Just go on gimp and try a bunch of stuff, you can probably learn how to do certain things like that. See my sig at the bottom of my post? For the leaf to move like that it took like fifty-something layers. But after you make an animation like that, you look at it and ou are proud of yourself because you put a lot of effort and work in it. Sorry this was a long post :p

-To make a signature on gimp, your first step would be to choose a size you'll like your sig to be. To choose the size go to "File" > "New"> Then you'll see the "Width" and "Height" options. I normally make sigs 500(width) x 150(height) or 500 x 200. > Once you input your size, then go to "Advanced Options" right below the "Width" and "Height" then you'll see "Fill with: Background color". Click on the "Background color" and change that to "Transparency". It's easier to start on a transparent background when making signatures. Then all you need to do is find a render/picture you'll like to use and upload it there!~ Then a background and if you want some effects download some textures/fractals/etc. To upload it there you'll need to go to "File" > "Open As Layers".

If you want to make something appear on top of a background all you have to do is make sure the layer you want on top is on top of that layer. You'll be able to drag layers up or down using your mouse by holding on the layer and just moving it up or moving it down. To make a layer invisible and not seen, you'll need to uncheck the box that shows the "eye" next to the Layer's name.

-Sorry can't help you here >: I don't do GIFS/Animations, but you can always try searching up tutorials on how to do it online. There's a bunch of tutorials out there that you could use.

This is super easy. It's just like making a sig, but just a different size dimension. It's really up to you on what size you'll like your banner or GFX to be. It's easy to make them, but it's hard and very time consuming to make a very good one. You'll need to download a lot of textures, fractals, etc. WonderK made a very useful thread with tutorials, etc.! Go to your "Paintbrush" tool or "Pencil" tool and just use your mouse to drag it around. It's hard to color or draw with a mouse unless you are used to it, I would suggest getting a tablet if you are planning on drawing. c: If you just want to fill in colors, just use your "Bucket Fill" tool.

How do I resize something??
Right click on your layer then click on "Scale Layer".

I can make you a bunch of free ref sheets if you PM me the details. It takes a super long time to learn this stuff since you learn about layout and various controls through trial and error, just like any other art form.

Lineart in gimp freaking sucks. I would use the paths tool for most of it.

As for blinking.. I'll edit in a quick rundown.
 
I do blinks on SAI, and it's basically the same. Draw the image, but do they eyes COMPLETELY on a seperate later, including lineart and colours. Then, paste in the body without the eyes on to the same layer, and you have the first frame. Copy the eyes you had before, and squish them slightly. Repeat the steps, so you have a new image with squished eyes. Keep squishing and adding the body, and then do a closed eye one. Then, copy the frames up to the closed, and paste them in from smallest eye to largest. Add a few more of the fully open eyes, and then save as a gif using whatever speed you prefer. Hope this helps!
I personally use paint.net for reference sheets, and then use SAI or GIMP to add tiny details. Good luck with your GIMP work!

Listen, please don't get offended, but please go to gimp.org for basic tutorials on how to use gimp. Don't come here and ask questions like "how do I use layers??????" because the tutorials there are made for beginners and we can't be wasting our time answering questions that have been answered a million times before in a much better way.

Right-click the layer you're trying to resize, and click "Layer to Image Size" from the menu that pops up. The layer will automatically become the size of the whole image.

Additionally, I don't have a tablet either, and I use the paintbrush tool and my mouse to do my linearts; but I resize the brush size to 2.00 and zoom in on my sketch, click on whatever line I'm starting with and press the shift key, which allows you to click between points to create a straight line with whatever tool you're using. This allows for a lot more control when outlining than the stroke tool, in my opinion.
Generally, I'll need to re-trace over my initial outline with this method a few times, but the end result is worth the time.

This information is definitely useful. GIMP's tutorials are worth looking into if you're having trouble straight off.

Yet, I can't help but think there was a better way to word this for OP. This is their thread and they have every right to ask whatever they like. Your time isn't wasted if you choose not to answer.
