In City Folk, it's maximum 4 in a town, which is why people usually have another one half an hour later or so.

You have 2010TBTBells.
People use them to buy or sell stuff on Animal Crossing, or make signatures or for contests.
Go up and press "Bell System" on the top of the page, and set up your bank and stuff.
