I always thought you were supposed to do what villagers request. I never knew that if you rebuilt a new house, you can expand the size and the villager will accept whatever you please. I seen a person with Marshal's Cafe that has a huge main room with upstairs and basement. Maybe you can have a big house with an upstairs room and a basement at the same time. Not so sure about a 2nd room, though.

Even the first go around all you need is the items they give you and you meet their requirement, besides that you can do whatever you want. But the second go you don't even need those items.
