You mean in her town, or in her list or Public Works Projects? You've got to build one yourself, but at least you get to choose where it goes. d:

Edit: It should be available right away as one of the initial PWPs.

It's one of the default PWPs that show up in the beginning.

She doesn't have the option to build a campsite or she doesn't have one? Its a PWP, so you have to build it, but the option should be in the list of PWP from the start.
