My opinion is that an inactive (probably Tae) could be vig? And maybe they didn?t shoot. Or perhaps there?s none overall.
Unless the Mafia roleblocked the vig by chance.
The only explanation we could really get for Dolby is because he had a huge case on Toads and Dolby, perhaps Mafia wanted to frame one of them or just shut Dolby?s mouth.

That would be something if Mafia actually roleblocked the vig given the number of possible vigs
