I've seen a few people do that with villagers I gave them >.< For the most part it seems like everyone who takes free villagers from here actually intend to keep who they get so its not too bad. ^w^

I agree, or if they change their mind they pay it forward and re-adopt out the villager to someone who had been wanting it.

I hope this isn't a silly question but I was wondering after villagers want to move out and someone expresses a desire in having that villager how would that person be able to get that villager? I'm trying to move a villager out but I'm not sure if I should tt because I don't want the villager to move and not go to that persons town. Ah I'm sorry I've never done this before, so I'm not sure how to go about it.

The date that the villager says they're moving out on, that's the day you should time travel to. They will be packed on that day. The person who wants that villager should visit when their packed up so they can tell the villager to move to their town.

If you talk to the villagers a few times they are more willing to move.
I'm not sure if it's 100% but I tried this in a spare town with a villager someone wanted, and after speaking to that villager a few times and TT two days up and down, he ran up to me saying he wanted to move [and he was the only one I talked to]
